About Us & Our Story

More Than Just a Certified Public Accountant (CPA)

For over two decades, HPFS has supported Harbor Pilots with specialized financial services. Along the way, we identified a broken billing cycle in the industry—and we acted. Our team collaborated with pilot organizations to develop a more efficient invoicing process that would eventually evolve into the Pilot eTicket system.

Since that first concept, we’ve refined every detail, collecting data from over 5,000 vessels to eliminate billing errors, minimize delays, and improve cash flow by more than two weeks on average. Our deep understanding of agency requirements and pilot operations allows us to serve with unmatched accuracy and confidence.

While many CPAs can ensure compliance, we go far beyond tax returns and financial statements. We help business owners maximize business value, minimize taxes, and align their financial strategies with personal goals.

Colleen founded Harbor Pilot Financial Solutions (HPFS) to serve maritime professionals with specialized financial services. Our firm evolved from Tugs and Tows LLC, a company she launched in 2017 to address the growing need for electronic ticketing solutions.

She also founded Core Tax Strategies LLC over 30 years ago, helping businesses across industries—including medical practices, engineering firms, manufacturing, and construction—develop tax and financial strategies aligned with both business feasibility and personal goals.

Colleen holds a bachelor’s degree in Accounting from LaSalle University and an MBA from Temple University. She is certified by the National Association of Certified Valuation Analysts (CVA) and is a member of the American and Pennsylvania Institutes of Certified Public Accountants (AICPA, PICPA).

Her expertise has led her to teach at Holy Family University, Penn State University, as well as accounting courses for IRS. Outside the office, she and her husband love to travel and stay active in the lives and activities of their three children, and two grandchildren.
